The US Export Administration Regulations (“EAR”) restrict companies from exporting certain US-origin items to military end users in China, Russia, Venezuela and, as of March 2021, Burma. Complying with these requirements can be burdensome as it is often difficult to identify military end users and remain compliant with Part 744.21 of the EAR (the “MEU Rule”).
