The EU Commission has issued a recommendation on how Member States should approach national control lists for dual-use items. In Commission Recommendation (EU) 2025/683, the Commission recommends that “national control lists should, wherever appropriate and relevant, be based on national risk assessments and objective technical parameters similar to those of control lists provided by multilateral export control regimes.”
