Estonia said it would block adoption of the EU’s 18th sanctions package on Russia if the price cap on Russian oil was not reduced to $45 per barrel from $60. Estonia differed from Cyprus and Malta, who allegedly said they wanted the requirement removed. But after several months of pushback, the EU passed the new package on July 17 with a $47.60 price cap.
