The first proposed export controls intended to capture leading quantum technologies were recently announced by the Department of Commerce’s Bureau of Industry and Security (“BIS”), in an interim final rule (“IFR”). The rule would add 18 new control classification numbers (“ECCNs”) to the Commerce Control List. BIS also announced proposed controls on artificial intelligence (“AI”), AI models, advanced semiconductor manufacturing equipment, and additive manufacturing technologies.
