New controls limit key EAR99 software exports to Russia and Belarus

The US Department of Commerce, Bureau of Industry and Security (“BIS”) has published a final rule that, among other things, imposes US export controls licensing requirements to certain EAR99 software destined to Russia or Belarus. According to law firm DLA Piper, key elements are:
