China’s Ministry of Commerce (“MOFCOM”) published the Export Control Regulations for Dual-Use Items (Draft for Comments) (the “draft regulations”) earlier this year. The draft regulations introduce a series of significant changes which aim to formulate a unified administrative regulation on export control of dual-use items.
